Awards and Recognitions


These are the program services that HCCPTA has implemented to recognize exceptional volunteer efforts to benefit the students of Harford County.  HCCPTA utilizes other PTA awards like the National PTA Life Achievement and Maryland PTA Lifetime Achievement awards to recognize individual service across our County.  We carry the cost of these awards in our budget approved by the membership annually.


Local PTAs are encouraged to create and budget their own awards and take advantage of available awards at the Council, State and National level. 


HCCPTA ​Awards

HCPS Seniors may apply for the following scholarship:


The HCCPTA is seeking nominations for the following awards:

  • HCCPTA Jennifer Handlin Advocacy Award​
  • HCCPTA Youth in PTA Award
  • National PTA Life Achievement Award
  • Maryland PTA Lifetime Achievement Award


Other HCCPTA Awards selected by the Board of Directors:

  • HCCPTA Membership Awards
  • HCCPTA Reflections Volunteerism 


For membership awards, dues need to be received by mid-February.

 Awards will be presented at the HCCPTA Founder's Day Celebration.



Betty Bull Award


This scholarship was first instituted in 1988 to honor Mrs. Bull and her tireless and selfless efforts on behalf of children's welfare.  ​​She served during the 1950s as National PTA Legislative Chair, Maryland PTA President, Maryland State PTA Legislative Chair, President of HCCPTA, and President of the Jarrettsville Elementary PTA.  She was also President of the Maryland Council on Education following World War II.  She died on November 13, 1990, at the age of 86.


Jennifer Handlin Advocacy Award


The Harford County Council of PTAs (HCCPTA) Jennifer Handlin Advocacy Award honors local units who promote the National PTA values through action. Jennifer Handlin was passionate about advocating for children and was very active in the PTA on the local, state, and national levels.  From 2001-2008 Jennifer Handlin served on the HCCPTA in various leadership positions: Vice President of Committees, Vice President of Membership, 2nd Vice President, Vice President of Legislation, and Hospitality Chair. We fondly remember Jennifer as someone who worked to ensure that all children had a voice in Harford County.
