The Harford County Council of PTA is dedicated to supporting students, empowering local leaders, and advocating for public education across Harford County Public Schools (HCPS). Our strategic framework outlines our multi-year commitments alongside our immediate operational goals for the current school year.

🏛️ Multi-Year Strategic Goals & Objectives (2026–2028)
Goal I: Improving Parent & Family Involvement & Advocacy
• Objective: We will lead unified advocacy and legislative efforts at the local, state and national levels to support the education, health and safety needs of all children in Harford County.
• Objective: We will identify, coordinate and prioritize the collective concerns of our local units, empowering the membership to take official positions on key educational issues in accordance with council bylaws.
Goal II: Improving Engagement with Leaders & Community Partners
• Objective: We will serve as a reliable, accessible, and structured support resource to guide local units in maintaining active compliance while fulfilling their PTA fiduciary and legal responsibilities.
• Objective: We will provide comprehensive leadership, advocacy, and compliance training for local unit officers, while offering educational resources to parents, students, teachers and community partners.
Goal III: Improving Communication Across the District
• Objective: We will distribute timely, relevant and accessible information to our community using a multi-channel approach, including our website, email, newsletters, social media, USPS, and the HCPS inter-school courier system as necessary.
• Objective: We will streamline and standardize official communications with Local Unit Leaders by centralizing operations and compliance tracking within the Givebacks platform to the greatest extent possible.
Goal IV: Growing Representation on the HCCPTA Board of Directors
• Objective: We will actively promote leadership and representation opportunities within HCCPTA and the broader community, ensuring all local units have a voice in Council operations.
• Objective: We will maintain a transparent, timely process for filling board vacancies and committee chairs, with a strategic focus on recruiting diverse representation across all Harford County Public school communities with PTAs.
Goal V: Spreading Awareness of Fiscal Advocacy
• Objective: We will educate and inform local unit leaders and families on the complexities of public school funding, empowering them to advocate effectively for education budgets at the County and State levels.
• Objective: We will provide active representation at County Council, Board of Education, and municipal meetings impacting both HCPS Operating and Capital budget initiatives, delivering timely updates back to our membership.
Goal VI: Expanding PTA Relevancy & District Awareness
• Objective: We will advocate with HCPS for increased involvement in PTA by showcasing how local leaders can utilize their first-hand expertise, diverse talents, and professional skills to supplement foundational curricula taught in schools.
• Objective: We will provide tools, strategies, and resources to aid all Harford County local units and leaders with increasing and diversifying their PTA membership.
• Objective: We will actively recruit and charter new local units as family and community interest in building strong home-school partnerships increases.
⚡ Short-Term Goals and Objectives (2026–2027)
Goal I: Maintain a Consistent PTA Presence in School System Spaces
We will maintain a consistent PTA presence and voice in key school system spaces throughout the year by participating in:
• HCPS Committee meetings (such as, but limited to, the Calendar Committee, or Teacher of the Year Committee) and recruiting participation with other PTA members within the county, when applicable.
• HCPS Board of Education meetings, which can include presenting or sharing public comment or sharing HCCPTA Board of Directors positions through email.
• Parent and community engagement activities sponsored by HCPS.
Goal II: Active Issue Tracking & Resolution
We will actively track and address issues raised by local units, community members, and the school system by assigning concerns to appropriate board members or committees for research, reporting, and resolution.
Goal III: Enhance Multi-Channel Communication & Transparency
We will continue to improve timely, transparent, and multi-channel communications by:
• Providing clear, written and electronic notice of meeting times, dates, and locations to Board of Directors, local representatives, and other relevant parties
• Producing and distributing regular updates via email, newsletters, or social media to local unit leaders and stakeholders
• Enhancing public relations to highlight local unit achievements and promote countywide and state PTA news and resources.
• Maintaining and updating our web presence to share relevant PTA news and resources
Goal IV: Strengthen Advocacy & Community Engagement
We will strengthen advocacy by increasing our presence in the community through:
• Mentoring local officers to maintain standards of affiliation compliance.
• Organizing and participating in in-person and/or virtual meetings, team building opportunities, and trainings.
• Meeting regularly with the Superintendent of Harford County Public Schools (or delegate) to discuss community needs and to support parent engagement initiatives.
• Joining and participating in/with area organizations that align with our mission.
• Requesting representatives from HCPS Board of Education, and Principal and Teacher Unions to serve on HCCPTA Board of Directors.
• Driving initiatives to increase overall membership in local PTAs.
• Presenting and distributing HCCPTA and/or Board of Directors’ position statements on key educational issues.
Goal V: Active Engagement in the Legislative Process
We will engage in the legislative process through:
• Raising awareness of the importance of participating in the local, county, and state government process
• Increasing knowledge and participation in legislative and educational issues as identified by HCCPTA and its membership
• Providing at least one Advocacy training during this fiscal year
Goal VI: Build HCPS Staff & Board Awareness
We will strengthen the HCPS Board of Education and HCPS staff awareness and participation in PTA by:
• Participating in HCPS committees
• Building collaborative, ongoing partnerships with HCPS Central Office and individual school administrators
